Default Changing default folder for inserting files

Is it possible to change the default folder that comes up when inserting file
attachments in Outlook 2003? I found where you can change the default folder
where they are saved, but that is not what I want to do.

Default Changing default folder for inserting files

add them to the places bar so it's easier to find them... outlook will
sometimes remember the last used location, but changing it in the registry
changes it for all applications.

Open a new mesage in Outlook so that the paperclip icon shows on the
toolbar. Then click ToolsCustomize. Select the "Commands" tab. Now click
the paperclip on the toolbar and the "Modify Selection" button on the
Commands tab will activate. Click "Modify Selection" and choose "Assign
HyperlinkOpen". This will give you a browser window. Browse to the folder
you want to be the default so it appears in the "Look in" field and click
OK. Click Close in the Customize wizard. This will change the paperclip
action. If you want to change the InsertFile menu item, follow a similar
procedure, selecting InsertFile from the menu instead of selecting the
paperclip icon after the Commands tab has been selected in the Customize
dialogue.

Unless I have missed a step, this will procedure will open the desired folder, but when a file is then located and double-clicked, the file opens instead of inserting as it would if the file were located and double-clicked after the default "My Documents" folder first opens. Please let me know what I have missed.
