I set up a 2nd exchange 2003 server in my organization, the installation run
smoothly, and I moved my first user from first exchange server (sev1) to 2nd
exchange server (sev2), and the user could access public folder via outlook.
However, when he uses outlook web access to access public folder, he kept
being routed to //sev1.mycompany.com/public.

I finished installing the 2nd exchange about two hours ago.

What is the problem? Any fix?

Did you replicate public folders over to the second server? (By the way,
this is a Microsoft Exchange server question that shouldn't be posted in an
Outlook group. You should be posting in microsoft.public.exchange.*
