Default language characters

When we receive an email that contains Chinese Characters we get a dialogue
box that says

To display language characters correctly you need to install the following
language pack:

Chinese Simplified

I put the Off 2000 disk in and it acts like it adds the pack but the
dialogue box keeps popping up.

1.) Does this language pack Translate

2.) Is it normal to continue to have the dialogue box to continue to come up
after the language pack is installed.
