Why?
You uninstall 2003 and install whichever version you want - thats only the
bare bones, there are other things to do if you want to access 2003 data in
an earlier version of Outlook

Please explain which feature of Outlook 2000 appears to be missing and
we'll be happy to help you find it in Outlook 2003. Outlook 2000 is no
longer supported and has some specific issues related to the size of
mailboxes.

Assuming you're using a POP account, first create an Outlook97-2002-compatible
PST and copy all your folders to it. Outlook 2000 cannot read the PST files
Outlook 2003 creates by default. Save that PST to a known location.
Uninstall Outlook 2003. Install Outlook 2000, in either Internet Mail Only
mode or Corporate/Workgroup mode If you aren'tusing IMAP, I'd choose C/W.
Use the Mail applet in Control Panel to create a new mail profile and add the
PST you created to the profile, making it your delivery location. Start
Outlook and it should appear as close to what Outlook 2003 appeared as
possible.
