How do you know you are sending duplicate messages?
Do they appear multiple times in your sent items?
Does it happen every time?

Try starting Outlook in safe mode (exit all the way out of Outlook and Start
- Run - Outlook /safe) and sending a simple plain text message to see if
it happens there too.

Your send/receive interval should not be any less than about ten minutes.

Raise your polling time to a min of 8 min, 10 is better.

What addins are installed? Working correctly in safe mode usually means an
add-in is causing the problem.
