Default I don't understand

I don't understand.. My outlook is ok but I can't receive/send e-mails.
Can someone tell me, what's wrong?

if you cannot send/receive emails, I would say your Outlook is not OK...what
type of email account did you configure? is everything in that
profile/configuration exactly correct?

1) If you can't receive/send emails, how can you say your Outlook is okay?
2) My car won't start. Can someone tell me what's wrong?

I configure an http (hotmail)

http is accessed via a browser...not via Outlook...more detail is
needed...if you're using Outlook, what, exactly, happens when you try to
send an email? what if someone tries to send an email to you? errors?
NDRs?

If you are using Outlook 2007 you need the Connector addin for hotmail. It's
