Default Color the Subject Line in 2003 or 2007

Is there any way to make the subject line a color in Outlook 2203 or
2007?

It would be nice to send something urgent in Red or something that is
informational only in yellow, etc.

you can use automatic formatting in your inbox to color the subject but not
send it to others. If you really want to annoy people you could set an
expired flag - in most cases, it will show up in red in the other persons
Outlook inbox and trigger a reminder. Most people are thoroughly annoyed
when people do this to them and I don't recommend doing it.
