Default Unblocking hyperlinks in emails

For some reason, the hyperlinks in my incoming emails have been blocked over
the last few days. How do I unblock them and ensure I can use the links to
get to websites others are sending me?

Office 2003. An example is when I received the notification for your reply
to my question, the email says "Read and rate the response." I clicked on
the link but the web page won't display. When I clicked on the link, there's
a box that says "blocked" followed by the http.

Does the infobar tell you to click here to download pictures? Downloading
pictures removed the Blocked:: notation for me (yeah, it doesn't make a lot
of sense, but it worked.)
