Cannot send or reply any emails, Outlook 2007

This one is driving me nuts. Server is running Exchange 2003, this one
workstation has two users (winxp pro).I just set up the 2nd user and
have not been able to get outlook to work properly. The 1st user's
outlook works fine. The new user can send/receive, etc all fine if he
uses OWA, just not locally using outlook. I've tried cached and
uncached exchange to no avail. Strange thing is the local outlook of
2nd user receives email fine. Anyone have a solution?

Do these two users have separate NT profiles on the workstation? Or do they
share a profile but each have an instance of Outlook that they use,
submitting a username, profile, and domain to open?

In the properties of his profile, does Exchange resolve the user name?
