For most recent versions, a shotcut employing the /select command swithc should work. Your shortcut's target would be "%ProgramFiles%\Microsoft Office\OfficeXX\outlook.exe" /select outlook:Contacts where "XX' depends on your Outlook version, which you decided wasn't important enough to mention. -- Brian Tillman [MVP-Outlook]

Open directly to Contacts
Tools-options-other-advanced - change the folder to contacts.
