Default Outlook send message window appearance is delayed

Hello!
Outlook 2003 sp2 and sp3 send message window appears in 40 seconds after
choosing the send command in an Office program to send a 30kb file or
choosing the send command from the file context menu on one of my Windows
XP. How to repair the slow sending?

application. So how long does it take for Outlook by itself to load?

Thanks VanguardLH for replying!
I do have Outlook loaded when I send the e-mail from another application and
almost always.
It takes abot a minute for Outlook by itself to load because two 1gb pst
files (current and archive) and MS exchange mail box are loaded.

Default Outlook send message window appearance is delayed

I can have Outlook 2003 sp2 and sp3 installed in turn. Outlook 2003 is
installed now. I discovered that deleting all rules speeds up the send
window appearance.
