Firstly change your computer clock and/or the time zone - you are posting
from the future.

The answer - Tools-Send/Receive-Send/Receive Settings-Define Send/Receive
Groups and check the settings there.

accordingly.

Your time zone doesn't mater. Time is reported in each of our
newsreaders in our local time.

Your clock is set wrong.

Default do not send or receive messages automatically

Ignore the time police.

Uncheck the option for an automatic polling interval - this is what causes an automatic send/receive on startup. You can also check your send/receive settings under the Tools-Send/Receive settings options that cause an automatic send/receive process.
