When I reply to a contact in Outlook is there any way to have 2 page
breaks or more. Right now when I reply the cursor is right above the
contacts message.
(I know I can make it appear to work with signatures but was wondering if
there was any other way)

I don't think so. Normal email convention is for your reply to be directly
above or below the original message.
