Default strange behavior with rule

I have a rule that moves an incoming message to a folder. From sender xxx
or sender yyy, move to folder zzz. But, in this case, it only puts a copy
there, and also leaves a message from the sender in the original folder. I
have double checked and triple checked, the rule does not say "copy", it
says "move". I deleted the rule and redid it, and the same happens. And,
if i use "run rules now" on the folder, the remaining message in the
incoming folder that did not get moved, is correctly recognized by the rule
and moved to the correct destination folder (and so there are now two such
messages there). I have many other rules of this form, and they all work
fine. I thought maybe the server was sending me two messages, so i turned
off the rule for a few days, and definitely only one copy is arriving.

So, has anybody seen this? And, are there any thoughts on how this could be
fixed? Not that its the end of the world, but it creates the usual
"untidyness" and feeling that the Outlook is an erratic and buggy product.

is stop processing rules one of the conditions in the rule? if not, the
message remains in the folder in case another rule will apply to it.
