Default creating rules in macro or other way?

Hi...

What is the best way to create folders and rules to redirect messages to the
folders in outlook 2003? At the moment I only know how to create rules
individually on each client machines. I would like to set the rules to apply
for selective
users from the server. Can this be done with an Outlook .prf file or GPO or
some kind of script for targeted users? Any suggestion would be great.. Many
thanks.
