Default Messages staying in Outbox until close and reopen

I have one user, who continously has issues with messages getting
stuck in their Outbox. The addresses are well formed and correct. If
you hit Send/Receive, it just sits there saying preparing to send. If
I close and reopen the program, all of the messages are sent. We are
using Office 2003 Pro with all patches. Any help is appreciated
