Default Outlook 2003 creates millions of windows

Any cure for my Outlook 2003 opening up multiple empty IE windows whenever I
click on a "mailto:" email address in the body of the message.

It just started doing this. I have tried system restore,
uninstalling/reinstalling Outlook only to lose my information altogether.
Dell is unable to figure this out. TechRepublic has some answers but I
wasn't sure if I understood enough to try them.

any easy step by step I can perform? what's the deal?

I appreciate any help.

Did Dell (or anyone) suggest to you to go into Internet Explorer Tools
Internet Options Programs tab Change the default mail program from
Microsoft Outlook 2003 to Outlook Express Select Apply button Change it
back to Outlook 2003 Apply OK out and then see if mailto: links work?

If what Neo suggested doesn't work, use Folder Options's File Types dialogue
to fix the "URL:MailTo Protocol" file type. What it should be has been
documented in these groups multiple times and Google Groups will find it.
