Default Outlook spaces my signature differently than saved, how do I fix

I keep saving my signature with single spacing. It appears properly in the
signature window under tools, options, mail format, but when I open a new
email to send, my signature is double spaced. I can manually change this in
the new email under format, paragraph, but I can't find a place that is
overriding my setting.

Use SHIFT+Enter to add a manual line break to your signature rather than just
Enter.
