Where is Personal Address Book locate? Where I can download it?

I locate my signatures in C:\WINDOWS\pchealth\helpctr\binaries
\pchdt_w3.cab directory, is this the outlook email signatures? how do
I move this signature to my another computer, do I use copy and past,
where I paste this file to which folder?

Explain why you want to know. Outlook has not used a PAB for nearly a
decade. It is unlikely you need to unless you can convince us otherwise.
