I follow the methods in this link:

You recommended me this link a while ago when i had this very same issue. Im
having this again and still outbox is trying to send this email and won't
delete the message nor the folder. I followed all instructions (specially
Method 3) and still have this annoying situation. Could you please give me a
hand here??

There's absolutely no way you could still have a message in the Outbox if
you followed method three properly because that completely gets rid of the
Outbox containing the stuck message. You start with a clean, empty Outbox
(and every other folder, for that matter) following that procedure.
