Outlook.exe doesn't terminate after using Send To--Mail Recipient

Default Outlook.exe doesn't terminate after using Send To--Mail Recipient

Running XP (SP2) with Outlook 2003 (SP2). After right clicking on a
file and using the Send To -- Mail Recipient, Outlook.exe still shows
running in the task manager.

In the mean time, until I actually kill the Outlook.exe process, I
can't use the Send To--Mail Recipient again.

Any ideas on a fix?
