IE7 caused dialer problem
 
IE7 caused two dialer windows to pop up, the first one was the Windows
Dial-up Connection window. The second, the Earthlink dialer window, popped
up after I clicked the "dial" button on the first. This apparently caused
Outlook 2003 to go unstable. Outlook now gives me the following error
message when I click ToolsE-Mail Accounts... :"The operation failed due to
a registry or installation problem. Restart Outlook and try again. If the
problem persists, please reinstall. Could not complete the operation. One or
more parameter values are not valid." I restarted and have reinstalled
Outlook with IE7 installed, and with IE7 removed. Have also tried the
HelpDetect and Repair in Outlook. Still have the problem with Outlook.
Outlook Express 6 works OK.

Click StartRun. Enter

outlook.exe /safe

Click OK. Include the space.

I tried it. Same problem when I click ToolsE-mail Accounts...

Also, Outlook doesn't have a send/receive button or menu choice when started
in safe mode. Is it supposed to do that?

That's a sign that it can't find your account settings. I'd start with a
new mail profile and set up the accounts from scratch.

YAY! Outlook is now working again, and I got my old mail folders
transferred. Now to get my address book fixed.
