Due to 1and1.com's complete fking ignorance of how to properly run thier
email servers, I have been flooded with duplicate emails.

There is some difference among the emails such that commercial Outlook email
duplicate removers cannot remove the hundreds of dupes. The file sizes are
slightly different, but the sender, message and attachments are all the
same - who fing knows?

I keep messages on the server until I delete them. How do I start over with
a new Outlook file and just redownload the messages from the server (I can
merge saved messages from my exported PST file)?

If you create a new mail profile and define your account in that (and a new
PST, if you want), the messages on the server will be seen as new (which
they are to that profile) and will all be downloaded again.
