Not an Outlook issue. Prompt to dial is an OS issue.

What does OS mean? When I look up the help on outlook it does say that
outlook CAN be set to connect to dial on opening, bu it doesn't say where to
set it from. That is what I'm looking for.

Operating system. How your dial up connection works is set in your operating
system, not Outlook.
