Default Send-to image file isn't prompting for reduced size?

From a file folder, if I right-click on an image file, choose Send-to and
Mail-recipients, I'm supposed to get a choice of keeping the original size
or attaching a reduced size.

I'm not getting the choice. Its only attaching the original size.

Where is that setting??

Click Start, Run and type:

regsvr32 shimgvw.dll
regsvr32 sendmail.dll
