The information assistant (paper clip annoying thing) says the backup.pst
file is not a personal folders file.

Then it has been damaged. See if SCANPST.EXE can read it (although I doubt
it will).

Well it said it had repaired it, but when I opened it with Outlook, there
were no folders.

have you removed the Read-Only attribute? (Right-click-Properties)

There should be at a minimum one folder: Deleted Items.
