Add-on function for Microsoft Outlook or Office

Is there an add-on function to Microsoft Outlook or Office that tracks when an email comes in, and is automatically escalated (by sending it to another person) at a user-set time after receipt, and then escalated again?

To track an email in Outlook you can flag the message. By flagging an Email message you can also track the replies to the message you follow up.
To flag a sent message to remind recipients to follow-up follow the given steps:
1. Go to the Message tabOptions group then select Follow Up
2. Click Flag for Recipients. You can set the type of flag from the option the Flag to list Under Flag for Recipients
3. Click Ok
