Outlook rules not working
 
I am trying to create a rule using headers in 2007, but it's just not working. Here are the details

So I created this rule

Apply this rule after the message arrives with 'uswal' in the message header move it to the Problems folder and stop processing more rules.
Nothing ever goes to the Problems folder. Any idea what the problem is?
