1a. Start | Settings | Control Panel | Add/Remove Programs | Set Program
Access and Defaults | Click on the downward-pointing arrows to the right of
the CUSTOM configuration | Browser: Select "Internet Explorer" here (not
"Use my current...").

You are going about it the wrong way. If you want OE to open news
links, it needs to be the default for news links. Your default browser
doesn't matter.

In IE look at Tools, Internet Options, Programs, is OE set as the
default for Newsgroups?

In OE look at Tools, Options, General, is it set as the default news
handler?

Also try: Start, Run and enter the following (with the quotation marks):
"C:\Program Files\Outlook Express\msimn.exe" /reg
assuming that is the path to msimn.exe on your PC. This
reinitializes some registry settings.

OP started this in the IEAK NG with a different problem description.
It's possible the new problem description has been influenced by replies
he got the

BTW I just tested this new scenario on my XPsp3 + IE8
where I currently have:

cmd_output
E:\ftype news
news="%ProgramFiles%\Outlook Express\msimn.exe" /newsurl:"%1"
/cmd_output

E.g. I entered in the IE Address bar (while the above link was opened)

news:microsoft.public.internet.explorer.ieak

(that NG because it was simpler to type than the above example w)
and got a prompt (which apparently could be avoided by unchecking
a checkbox):

transcription
message
Do you want to allow this website to open a program on your computer?
From: groups.google.com
Program: Outlook Express
/message
checkbox checked
Always ask before opening this type of address
checkbox
button "Allow" /
button "Cancel" /
/transcription

Clicking the Allow button causes a switch to OE open at that IEAK NG.

YMMV

BTW I just realized there is implied functionality in that dialog which
could account for OP's symptom. E.g. what would happen if I:
1. unchecked the checkbox (so presumably I would never see it again)
2. chose Cancel (implying that besides never seeing the prompt
again I also want all subsequent requests to be cancelled?)

If you try testing that case I suggest having ProcMon doing RegMon
tracing for you; otherwise be prepared to do a RIES because I have
no idea where that switch would be stored. eg
