How to set OE as mailer for Guest account?

I am use Win XP SP3 with Office 2003.

How can I set OE as the mail program for the Guest account, which does not
have administrator privileges?

I go into IE Internet Options Programs, select OE for E-Mail, then click
OK.

But when I re-enter IE Internet Options Programs, E-Mail has reverted to
Outlook.

I presume that is the reason why I cannot forward NG postings from OE. I
get the Microsoft Office Outlook error "no profiles have been created".

I have tried configure IE Internet Options Programs when do no other
programs are running, notably OE.

If non-administrator Guest is not permitted to make such a change, how can
someone do this for Guest from an user account that does have administrator
privilege?

Apparently not. Do you mean: do I want it to be?

Yes, I could get away with that. How would I do that?

But also, I would like to know how to make OE the default mail client for
just Guest, permitting others to set their own default.

That is, without having to do it after I set it up for Guest. In other
words, if I set this up for Guest, I don't want it to change anything for
other users.

Well, that's the ideal. But if that's too hard or not possible, I'll settle
for whatever I can get.

Thanks.

Okay. Can you tell me how to change the default setting from Outlook to OE
for all Windows users on the system?

Also, can you tell me why my change in IE does not "stick" for the Guest
account?

In other words, why can't the Guest user override the default?

I am doing that as the user Guest, of course.

Is there something that I, as administrator, need to do to allow such
changes to the Guest account to "stick"?

I confess: I'm not too savvy about Win XP user account and program
configuration. My bad!

On another computer, I had no problem changing the mail client from Outlook
to OE for the Guest account.

At least, I ass-u-me the original default mail client was Outlook. Is there
any way that I can prove that to myself without creating a new account and
seeing what the mail client is?

Both computers have Win XP SP3 and Office 2003.
