Default Compressing and Uncompressing

How do I compress a message on sending and uncompress messages that have been
received.

Outlook Express has no way to do that. In fact, files or pictures will be
increased by 30-40 % to send.

Default Compressing and Uncompressing

If you are going to attach files, you can compress (zip) them before
attaching. The recipient will have to unzip the attachment.

Note that some common types of files already have internal compression
and so will not compress any further.

The overall message cannot be compressed since Internet standards do not
allow for that. However, you could compose the message text in a word
processor, zip that and attach it to the message. But unless the
message text is very large, it's not worth the bother.
