Default Microsoft Outlook Express

I'm trying to setup an OE email account. Everything is fine until I try and
post a message to a newsgroup through OE
I get this error message.
Outlook Express could not post your message. Subject ' Activity 01 :::
Dave Conway', Account: 'candidate.phoenix.edu', Server:
'candidate.phoenix.edu', Protocol: NNTP, Server Response: '340 send article
to be posted. End with CR-LF.CR-LF', Port: 563, Secure(SSL): Yes, Server
Error: 340, Socket Error: 10053, Error Number: 0x800CCC0F

Have no idea where to go from here.

Did you visit the link that I supplied?

That would show you that your problem is possibly either a busy server of a
noisy phone line?
Check with your provider to ensure that you have the correct
account/port/secure logon settings?

Mac,
Yes I did. I just thought it was a google search page, and that you wanted
me to search it on my own. It's not a phone line, it's a T1 connection.
I've called the ISP and they are not blocking anything

check your server names and ports and verify that the news account values
under Tools | Accounts | News | Properties are correct. Can you read
messages on that server? If so, then make sure you have the ports set
correctly according to the System Adminstrator.

How do I make sure the ports are set correctly? I have gone through
everything with tech support over the newsgroup, according to them the
accounts are set up like they should be.
