It sounds as though the server she is attempting to send mail via is
refusing to send since she is not authenticated. Click on Outlook Express
menu, Tools/Accounts and Mail tab. Then open the account she is attempting
to send via and on the Server tab at the bottom is a box to check for
authentication, and then click on the Settings button and make sure the
correct username and password is included.

This is often a problem for people who have multiple mail accounts and are
attempting a Reply while they are connected to an ISP that was not involved
in the sending/receipt of the message being replied to. Another quick fix
is while creating the reply, click anywhere in the From line and make sure
the account she is using to Send via, is the one she is connected to at that
time.

0x800CCC6F = SMTP_554_TRANSACT_FAILED = Transaction failed.

There should be more to the error message, including text from the SMTP
server as to why the transaction failed.
