Microsoft Outlook email - Set up for multiple ISPs

The connection settings were not mentioned.

To set this up I would take several more steps.
I would create an Identity for each ISP and use the same store folder.
To use one email address, make one address the default in each Identity.

Ace Identity.
Ace account (default) email address is and the servers are
pop.ace.isp and smtp.ace.isp.
XXX account email address is and his pop server is
pop.xxx.isp and smtp.ace.isp.

XXX Identity
XXX account (default) email address is and his pop server is
pop.xxx.isp and smtp.xxx.isp.
Ace account email address is and the servers are pop.ace.isp
and smtp.xxx.isp.

I modified Frank's direction for sharing the store folder.
In your OE, Ace Identity, go to Tools | Options | Maintenance | Store Folder
and write down
where OE is storing its data.
Highlight the address, Ctrl + C
Close OE.
Open Windows Explorer. Insert the path into the Address Bar (Ctrl+V)

If you are using Win2K, WinXP or Win2K3 click Tools | Folder Options | View
and set it to Show hidden files and folders.
Go to your store folder and copy all of the DBX files to an empty Windows
folder. Make sure you include Folders.dbx.
Close Windows Explorer and start OE, XXX Identity.
Go to Tools | Options | Maintenance | Store Folder and write down the path
to the data,
Click Change
IMPORTANT WARNING: For the next two steps decline any offer to move the
files or folders or messages.
Highlight the address, Ctrl + V and click Okay.
Close OE.
Reopen it and answer 'No' to an offer to move things.
Go back to Ace Identity and Choose File | Import | Messages and import from
the XXX store directory.

Create shortcut for each Identity.

Set up both accounts. When he changes location he needs to go to Tools |
Accounts | Mail and change the default account.

Preferably, he'd like it set up so that no matter at which site he is, he
would be able to retrieve his mail from each in the same session.

He won't have trouble receiving from both accounts, but he (probably) will
only be able to reply through the SMTP server for the ISP he is connected
to. He can either change the account by clicking in the From field on the
reply, or he can change the SMTP server for both accounts when he changes
location.
