Default Outlook.exe entry point cannot be found.

Having the following problem on a Windows XP SP2 machine running Outlook
2000 :

Outlook.exe entry point cannot be found.

The procedure entry point could not createinfowindow could not be located in
the dynamic link library msoert2.dll

Have tried a reinstall of Office, service packs, searched the far corners of
the internet. seems to be a "common" problem, but cannot find any solutions.
MSOERT is apparently related to Outlook Express, have forced a reinstall of
OE6, issue goes away. after a reboot the problem recurrs.

any ideas/solutions would be appreciated.
