Contact export to vcard containing arabic symbols

When I export OE contact containing arabic symbols to vCard I get ???? in
..vcf.

Also when I try to import vCard containing UTF-8 charset it does not import
correctly. OE seems not to recognize UTF-8 charset but use something else.

Anybody has any suggestions/experience related to this issue?
