Default Large Attachment Files Wont Send

Office Basic Eddition 2003
Outlook 11.5608.8333
XP Pro 5.1.2600 SP3 Bld-2600
OptiPlex GX280
3Gigs Ram

Attachments such as video files and .pdf's sizing above 1 Mb never complete the send function. Ever.
No errors. No failures. Just stays perpetually in send mode tying up all other messages.
(Been waiting two days for a 24MB video to upload to insurance company. Probebly shoulda sent it via US mail. Woulda been faster)

In addition, progress bar is useless.
Now called "Details" and when opened, always shows 3/4 green progress and never any more.
Older Outlook versions actually showed the progress as each message went out but this one does not.
I have no idea if my files are even going out.

Server timeout is set for 10 minutes.
McAfee is not scanning outbound email.

Any input?

ADDENDUM:
New info.
Called GoDaddy my URL Provider.

Word is that Microsoft Corp has written the Outlook program to refuse to send any message with a combined, converted format larger than 20 MB's.

Ergo.
Any file attached to the email plus the email itself when converted to its binary(?) format for sending that exceeds 20MB simply will not send out. Period. No way around it.

As such, the only way around this is to either send it via ground/air mail or transfer it to another site in its file format to be down loaded by your recipiant.
I.e. Upload your large file to your website (or theirs) and have them then down load it to their computer.
