Default Attendee Default Behavior For Mettings?

Is there a document out there that clearly states what the default behaviour
of Outlook 2003/2007 is, as far as it relates forwarding existing meeting
requests. I have noticed that when an attendee forwards a meeting request,
that requests is again sent out to all the original attendees, even though
the Forward did not include all the attendees in the TO field.
