The holidays are installed and show up on my 2007 calendar, but not in 2008.
When I reinstall them, they show up multiple times in 2007, but still not in
2008.

What version of Outlook are you using? Earlier versions only included
holidays for a few years past when the software was released. There may be
a add-in available to add additional years. Try the Office Update web site.
FYI, the add-in for extra holiday years for Outlook 2000 expired in 2007
(which could be the problem):

I don't know why the holdays aren't just recurring. That's how I set mine
up.
