Clearly, offline means "no connection to the network", so how would you
expect to use the Exchange server with no network connection?

Depending on your Outlook and Exchange versions, you may have the option to
use Offline FOlders or Cached Exchange mode, but who can tell with so little
(i.e., no) information?
