Problems cancelling meetings

Whenever a user or myself goes to cancel a meeting I organize or delete it
off the calendar it never brings up the box to send the cancellation or just
remove from the calendar. It just removes it. We use Outlook 2003 with
Exchange Server 2003 sp2. We tried both ways of cancelling the meeting and
same thing is happening. Any Ideas?
