Default Will Outlook Handle These Needs?

Can Outlook handle the following or do we need a database app?

We need:
1. To view a monthly radio show schedule, click on a show for a particular
date, and have fields where we can input, organize and search contact info,
show notes,
etc.
2. The fields need to be searchable, e.g. “give me a list of all of our
shows that were coded political and that occurred within Jan 05 to Dec 05.”
3. Within that same “show file” we need to be able to store & access
attachments – word files, pdf files, images & ideally sound clips/files
4. The application should only allow one editable version of a "day's show"
to be open at one time; the other users should only be able to open
read-ojnly files.

If so, is #1, 2 & 3 above accomplished through forms? And, are there
settings I can change to accomplish #4 above?
