How do I make Outlook reminders appear on top of other programs?

When my software was upgraded to XP/Office 2003 sp1, Outlook reminders
stopped appearing on top of other applications. Is there any way to get the
reminders to appear on top of other applications? The reminders will appear
if Outlook is on top. Also if Outlook is minimized the application icon in
the tool bar will flash once and then change to a dark blue background.
