Is there a way to set up a rule for calendar categories. For example, if I
enter an appointment that has the word MEETING in it, I would like Outlook to
automatically assign it to my Red Meeting Category.

Rules only work on mail items, not calendar or other Outlook item types.

I use conditional formatting for Calendar items - meetings with the
boss are colored red, meetings that I setup myself are tan, meetings
with particular words includes are particular colors. This doesn't
use rules or categories, but maybe it addresses the need you have.
The formatting is only useful in the calendar view, not in lists of
calendar items.
