Default Scheduling Resources (the Set Permissions button is grayed out)

As the subject states I'm trying to create a scheduling resource in
outlook and the set permissions button is grayed out. Whats weird is
that I created 2 users in our AD at the same time, then logged in as
one and set the resource fine. Then I went to log in as the other and
the set permissions is not available. Any help is much appreciated.
