Outlook only syncs TWO MONTHS past appointments
I believe that all is just all *upcoming* appointments. Old ones are limited
to 2 months. Had you asked about this in the activesync newsgroup Brian
pointed you to, they would have told you right off the bat if you can sync
all old appointments or are limited to 2 months back.

Because that's what you told ActiveSync to do when you created the
partnership. Open ActiveSync, click Options, select Calendar, click
Settings, and select the "Synchronize all appointments" radio button.

As I noted in my original post, I HAVE set the Calendar sync setting in
ActiveSync to "Synchronize all appointments). I just confirmed once again
that the ActiveSync calendar setting is STILL "all appts". Thanks for the
suggestion anyway. And I posted to an Outlook NG because I can't find any
settings in ActiveSync which could account for this behavior (having
thoroughly examined every such setting and making changes that should
cause ALL appts to sync). Therefore, I believe this is an OUTLOOK issue.
