Default Outlook check for duplicate contacts

That's a different issue entirely. Someone familiar with Exchange and PF
will need to answer.

When I try to drag and drop a duplicate contact from a pulic folder to my
local contacts I do not get prompted to add as new contact or update
existing, it automatically creates a duplicate, however if I create a new
duplicate contact within my local contacts and try to save and close I do

prompted to add as new or update existing.
Basically, I want to copy all contacts from a public folder to my local
contacts or to another public folder and get prompted whether to update
existing or add as new, is this possible without a third party app?

That usually means that the folder that contains the duplicate is not
connected to the Outlook Address Book Service. See if it is. Can't tell
