open Outlook in safe mode
start run outlook /safe.
If that works it is beacuse of some addin
toolsoptionsother advanced optionaddin manager
Also back up and delete the following registry keys
HKEY_LOCAL_MACHINESoftwareMicrosoftExchangeCli entExtensions
Delete all the keys to the right hand side of extensions
HKCU\Software\Microsoft\Office\Outlook\Addins\
HKLM\Software\Microsoft\Office\Outlook\Addins
