Because the label color names are stored on a per-folder basis, not per user, they can't be managed with a Group Policy Object or registry value. You can, however, script them. The sample at
http://www.outlookcode.com/codedetail.aspx?id=757 is a VBA prototype, but could be adapted easily to VBScript or any other scripting language. Note that CDO 1.21 on the client is a prerequisite.
