Every day my Windows 98 computer tells me I need to download and install the
above patch. However, I've been trying to do this for months and it just
comes back up the next day. My Outlook Express 6 says its the proper version
for this patch, but it still won't actually install. It downloads fine, but
never seems to register that it's been installed.

I've tried everything I can think of to fix this. I've deleted Outlook
Express 6 entirely and reinstalled it, but to no avail. I've remove
everything related patch I could identify and reinstalled them, but also to
no avail.

Any clue as to what's happening here? Is it just simply not updating some
registry entry somewhere?
